Traditionally in France, they celebrate All Saints Day or "La Toussaint" on November first. It is a very sad day that is similar to the Spanish holiday "The Day of the Dead." On this day, French citizens go to the cemetery to mourn their lost loved ones and bring them flowers (usually mums since they still bloom during that time), clean their tombs and pray. There is often a family dinner involved as well but here is no traditional foods that are eaten during the dinner.
However, the French began to celebrate Halloween with American traditions in 1990. The French were made aware of the holiday by American tourists. As they became more familiar with the holiday, they began to celebrate it themselves for fun's sake. The french typically share the love of dressing up, so why wouldn't they participate in this holiday?
